He means a forum whose permissions are set to only allow the forums staff access to view it and not regular members. Not, as mentioned above, a forum for recruiting staff.. For example only moderators and admins would be able to view. As well as any other staff groups you add. It gives the staff a section for general discussion between themselves about upcoming forum changes and any issues that they may be encountering. It is a good idea for any forum to have.
